Some pages I visit seem to load something from fe.brandreachsys.com, and it shows up in NoScript as wanting to be temporarily allowed (I don't). But after visiting such a page, if I visit other pages that do not, it does not show up in the NoScript menu, but if I visit about:blank, then NoScript has a small red circle and listed on the menu is 'Temporarily allow fe.brandreachsys.com', etc. One such page is xvideos.com (caution, adult site). Just visiting the page with scripts disabled, after fully loading, then going to about:blank the status bar NoScript menu still shows 'Temporarily allow fe.brandreachsys.com'. If I create a new tab, the new tab's about:blank does not show it.

Re: Scripts showing up on about:blank after visiting a page
I'm able to reproduce this issue in a test profile which has only NoScript installed. I entered about:blank in the url bar while the xvideos.com page was being displayed.
