Only loading half pages somtimes on some sites that have full permissions, worked fine before new update

Make sure you're using the very latest version, NoScript 1.9.9.14.
Something like that has happened to me two or three times. The problem hasn't recurred since I cleared the cache.
Tools > Advanced > Network > Clear Now
Could you provide a URL to one of your problematic web pages? I'll see if I have the same problem there too.

(1.9.9.12/13 did have a bug that sounds like what the OP describes.)
