The <noscript> tag has a frameset which makes the page completely inaccessible unless one enables Javascript.

And if you disable NoScript & manually disable JavaScript, the same occurs.
So, you are kind of relegated to enable JavaScript (NoScript) if you wish to visit that site in a meaningful manner.
Could NoScript work around it? Don't know.
Perhaps a Greasemonkey script could nix that <noscript> element?
