localhost access bug?

I'm trying to access a file on my local machine by typing in the url, which works. If I then try to reload the same local file by shift-clicking on the Refresh button on FF, I get a blocked message from NoScript:

What the heck is up here? NoScript thinks the last page I viewed is trying to load this from localhost? Is there something I'm doing wrong or is this a bug?

Oh yeah, recent version of FF: 3.5.3
NoScript version 1.9.9.86

When I go to the NoScript ABE settings, this is the config:

# Prevent Internet sites from requesting LAN resources.
Site LOCAL
Accept from LOCAL
Deny


Any thing else might be pertinent?
