[Resolved] after NS reset, I'm prompted to reload every time I open a new tab

As described in a separate post, while troubleshooting some odd browsing issues, I reset NoScript to default. This created a new issue I've never experienced before. Whenever a visit a website, the NS icon on my toolbar changes to a question mark, and when I click on the icon, NS prompts me to reload the page to apply updated settings (see attached screenshot). When I reload the page, the toolbar icon returns to normal and I can access the scripts panel.

At first I thought this was only happening on the existing tabs when I did the reset, but quickly discovered it happens on new tabs, and again if I close a tab and revisit the site, even if I don't close the browser. If I click a link on a page, as long as it opens in the same tab, I don't get the reload prompt, but if the page opens in a new tab, a google search for example, I get the prompt on the new tab.

Maybe there's a tickbox I need to check or uncheck in the settings, but this is REALLY annoying. Assistance would be greatly appreciated!

In case it matters, I exported my site permissions list before I clicked the Reset button, and then imported the list after the reset. Also, I scanned the list and there's nothing unusual.

That popup is coming from Chrome, not NoScript.

In chrome://extensions > NoScript > Details, make sure the following settings are set:
- "Allow this extension to read and change all your data on websites you visit": set to "On all sites" [I was able to reproduce this issue by changing that to "On click"]
- "Allow in Incognito": enabled
- "Allow access to file URLs": enabled
*Always* check the changelogs BEFORE updating that important software!

I didn't realize I needed to make changes on that screen after a reset. But I should have realized that popup was different than NoScript's reload popup.
