In the NoScript settings under the General tab there is a check box for : "Restore restrictions on browser restart" - What exactly does this do / mean ?

Enabling that setting means the "Disable restrictions globally (dangerous)" setting will always be un-checked on browser restart.
*Always* check the changelogs BEFORE updating that important software!
