menu won't open --- Icon stuck on question mark

First time using NS so it may be a basic fix but I cannot find any solutions anywhere. I recently installed NS on Firefox and there appears to be no way to access it. The icon appears in my toolbar but when clicked it does not open anything and only shows the S with a question mark (?).

I have tried all suggested troubleshooting techniques I could find:
- Uninstalled and reinstalled
- Uninstalled all extensions then installed only NS
- Installed using the direct link

I am at a complete loss at what to do next. If anyone has any suggestions I would appreciate them.

Were the pages for which you're trying to open the NoScript popup reloaded after installing NoScript?
Does this issue occur with NoScript latest development build? (11.4.14rc1 at time of writing)
