Should Disable Restrictions For This Tab override Untrusted?

I'm thinking that it should not.
(But it does.)

In 5.1.9, I mark informaction.com Untrusted, not even Allow Global allows it.

IMO, in 10, Disable Tab should respect Untrusted.
If you want Allow Globally to allow an Untrusted, or remove the site from Untrusted, so be it.
