Per-Site Permissions is Disabled

Per-Site Permissions is Disabled

I am using NS 11.0.34
When I Right click on NS and then select Manage Extension
Click on the 3 dots menu, then select Options
The Per-Site Permissions tab is Disabled

I looked there a couple of weeks ago and there was a long list, what did I do wrong?

Do you have "Disable restrictions globally" enabled?
*Always* check the changelogs BEFORE updating that important software!
