Is it possible to block Cloudflare on one site but have it unblocked for other sites?
If so can someone tell me how to accomplish that?

Currently no easy way to do this in NoScript. It might be possible to misuse the xssUserChoices feature to accomplish this. But it's probably easier (and more transparent) to just use uBlock Origin or µMatrix for this.
*Always* check the changelogs BEFORE updating that important software!
