Noscript 11.0.25 only shows the page link for blocking.

Thank you for reporting.
It seems caused by a bug in the WebExtensions API: webRequest.ResourceType "xbl" is still there, but it seems it's not supported anymore by the underlying low-level Firefox networking APIs, and this breaks the event listener registration by NoScript. I'll have a work-around in a development build later today, but this likely needs to be fixed upstream too.

(And in this case, NoScript is broken, in Nightly, as only the "seen" site is able to be allowed.
IOW, Allow Globally also will not "fix" a page that needs more then just the 1 site allowed.)

Looks to be working.
Is noscript.net the only site that should turn up on noscript.net (i.e., should flattr.com be seen)?
(When I saw only noscript.net, I kind of expected ? more, & without more, that kind of threw me, so not sure what happened next. Don't think yahoo.com initially displayed correctly? At that point thought, we'll, this is going to need a browser restart. Then I read the notes about force refresh, but by that time, & without particularly paying attention, I was beyond knowing what I did or if anything "special" was needed for the update to get things working. Anyhow... .)

11.0.26rc2 - Still has the problem.
I found that the initial installation of Nightly 78.0a1 does not have this problem.
Therefore, it must be in one of the later updates.

I'm pretty confident the bug you reported (a Mozilla bug, actually) has been fixed (worked around, actually).
On latest Nightly (20200517094345) and latest NoScript (11.0.26rc2) I get 4 domains listed in the popup on softexia.com, exactly the same as I get on Firefox stable.
Are you sure some filter on other extensions (e.g. uBlock or uMatrix) are getting in the way of what you see (who gets to block "first" depends on the order of installation, and other listeners may not see what's already been blocked by other extrensions)?
Could you check whether the problem is reproducible on a clean profile with just NoScript installed?
