In legacy version it was true and there was a difference in "S" color inside logo icon on pure HTML-only pages without any scripts. Is it still true in Noscript 11.x? It doesn't seem but maybe I missed something. It was very helpful feature and would be nice to see it back in Noscript 11.x.The number of detected <script> tags for current page is shown in a tooltip when you fly over the icon with your mouse. If the "S" inside the icon is white rather than blue () 0 script tags have been detected: this likely means you don't need to enable JavaScript in that page at all.

On https://noscript.net/features page there is statement:

*Always* check the changelogs BEFORE updating that important software!

Re: Logo color on non-script pages
This is a good idea. Furthermore those the tip of the needle size differences of the icon are hard to notice. For example I'd like to know with one look if there are any restrictions disabled. If the icon were say yellow then i'd be sure.
