No, but you can hide it. Click the empty space at the top of the NoScript popup, then you can drag&drop to customize the location of all those buttons and hide unwanted ones.
*Always* check the changelogs BEFORE updating that important software!

This option should be temporay. If you really want to disable NS then you can do it from the browser's settings. Or was there something like XSS left? While the NS icon warns these omissions with its exclamation mark, that is quite hard to notice and the choice could be on for a long time.
