I find really annoying that if I change the state of a site from `Temp. Trusted` to `Trusted`, the page is refreshed anyway.
Probably, for consistency, the refresh should be disabled also in the inverse case, even if it's a more rare case.

I think the same should work for Temp. CUSTOM to CUSTOM (and vice versa), too, at least that's how I understand "Skip page autoreloads on transitions between temporary and permanent presets of the same kind." Unfortunately, the page is still refreshed on that transition.

I have tested all transitions and the page is only refreshed if the restrictions are different for the top-level or a third-party site. It works fine so far! Thanks a lot!
