10.6.3rc8 is not updating to 11.0rc1

Going into Add-ons Manager and checking for updates to NoScript 10.6.3rc8 returns that there are no updates. But latest development build is 11.0rc1.
Loading the update URL in a new tab shows the 11.0rc1 update isn't being offered.
(And isn't strict_min_version 59 for current NoScript Webext? - viewtopic.php?f=8&t=24649)
