Why do Per-site Permission entries disappear after each browser restart

Every time browser restarts, all entries are gone.
How to keep them all in Per-site Permission tab after browser restart?

Are any other NoScript settings or other extensions' settings affected?
Do you use Firefox Sync?
Do you use any type of "cleaning" software that is set to clean Firefox?
*Always* check the changelogs BEFORE updating that important software!

1. No. AdBlockPlus is used with Firefox too, but no settings are affected. Only this NoScript setting is impacted.
2. No, never used.
3. No software, but Firefox doesn't remember history, cleans everything when Firefox is closed and in about:config cookie lifetime policy is set to 2 which is for the current session.

This is the same using only private windows. By default NoScript does not allow permanent permissions to be set in private windows, because it would go against the purpose of this feature (not leaving behind traces of the site you've visited).
If you really want to do it, you should check the
Enable setting permanent permissions in incognito/private tabs. - BEWARE: doing this can leak site information!
option on top of NoScript's popup UI.
