Settings lost on Tor Browser

I find that every time I shut down Tor Browser and restart, my NoScript settings are lost, which shouldn't happen.

On Windows 8.1, I am using the latest Tor Browser (10.5.10) with security level "Safer" and private browsing mode always on. I have no add-ons except for NoScript and HTTPS Everywhere and a default theme. The NoScript settings I choose have some of the "General" checkboxes (such as "script" and "object") turned off for Default sites, but I specify a few sites as Trusted. If I close all Tor Browser windows and restart Tor Browser, or if I reboot my PC and restart Tor Browser, these NoScript settings disappear and I get set back to awful NoScript settings that allow scripts to get through on sites I don't trust. There is an awkward workaround to this issue, where I export my NoScript settings to a file, but that means I must awkwardly re-import that NoScript settings file every single time I launch Tor Browser. Is there a way to get Tor Browser to simply remember my NoScript settings persistently so that I don't have to do this every time?

Also... I wish I could change my "Safer" Tor Browser setting to Tor Browser's "Safest" setting, but I believe that would keep NoScript from allowing scripts on trusted sites. Just explaining in case people were wondering why I don't use the "Safest" setting.

For Safest mode check the box "Override Tor Browser’s security level preset"

But, switching the two reduces indistinguishability.

Thanks, that works. I didn't understand quite what you meant by "switching the two".
