Temp Allow All missing based on settings.

For some odd reason, the Temp Allow All button is missing on NoScript for me on Firefox.
I exported the settings, tell it to reset, I see the button re-appear, however, when I re-import my noscript settings, it disappears again.
Is there a way to toggle its appearance.
