I personally believe this is a bug. It only affects Firefox.
Some examples to reproduce with:
- https://storage.googleapis.com/chromium ... index.html
- https://commondatastorage.googleapis.co ... index.html
For any of these 2 pages if default preset doesn't have fetch permission it doesn't matter what permissions are granted to trusted preset, the table contents always remain blank.

Both example pages fetch the table content from www.googleapis.com. For the fetching to work, that domain needs to have fetch enabled.

Well, this is embarrassing. I got the impression that allowing www.googleapis.com didn't help but I was wrong.
