Incorrect expansion of IP in per-site

Trying to add a site by IP (Home use) and if I follow what I believe to be the correct way, it is incorrect.
I add
192.168
and what is added is http://192.0.0.168
which isn't correct.
What is the proper way of whitelisting an address range?
in this case
192.168.1.0/24 ??
