No it doesn't. At least here it doesn't, not with it's options as they are configured here; e.g., "Temporarily allow top-level sites by default"

Someone should poll how users configure NoScript. Blanket claims like "NoScript blocks the popup" are neither helpful nor solutions, if they do not apply to NoScript as configured by a meaningful portion of the user base.

Yes, the link was spammy; I got diverted to it by the same methods it used. It was easier to use it to demonstrate its methods, than the series of events that took me to it, however.

There's a limit to how much hand-holding any developer or support worker can do; the documentation makes it clear that allowing TL sites by default is not recommended - and is disabled by default.
