I think I found some posts about this but not a dedicated thread. While this doesn't seam like big deal as it doesn't visibly break anything it is still a configuration bug. If Giorgio Maone implements exceptions this will turn into a breaking bug.

Making a site permissions permanent or resetting them to default or switching to custom removes that site from untrusted list.

It is a serialization bug, indeed.
It has no effect whatsoever because of the order deserialization happen, which ensures temporary TRUSTED overwrites UNTRUSTED.
