i go to a site no script 10 pops up with "Always block site A to facebook.com"

i want to always block facebook from any site with a poup always asking me

I'm not sure if that can be done with NoScript. You can do it with uBlock Origin or Adblock Plus, using the following rules:

||facebook.com/$domain=~facebook.com|~facebook.net|~fbcdn.com|~fbcdn.net
||facebook.net/$domain=~facebook.com|~facebook.net|~fbcdn.com|~fbcdn.net
||fbcdn.com/$domain=~facebook.com|~facebook.net|~fbcdn.com|~fbcdn.net
||fbcdn.net/$domain=~facebook.com|~facebook.net|~fbcdn.com|~fbcdn.net
These rules mean that the domains facebook.com, facebook.net, fbcdn.com, and fbcdn.net, can only be accessed by each other and never by content loaded from any other domain.

This won't give you a popup warning, though. This will just silently block the requests from non-FB domains.
