noscript not appearing on page/toolbar option list

noscript stopped appearing, it is not on the options list for toolbar selection but it is on list of plugins ... it is enabled. i have re-installed firefox but to no avail ... noscript still not showing up other than listing of plugins. xp s1rvc pack 3; firefox 3.0.11
