If I have "Disable restrictions globally" by going to options and checking the box for it.
Then on all pages, when I click on the NoScript add-on icon, still displays scripts restriction as untrusted even though they are not.
I think this is a security risk as it falsely implies to the user they are not running scripts even when they are.

I agree that this should be more visible. Also, I think that this setting should not be permanent, but should be deactivated when the browser is closed.

Yes!
Long before I had a setting for this in user.js, but it seems, this was too useful, so Mozilla cut this possibility.

I also agree.
It might not be a bad idea to make the "revoke temporary permissions" button also deactivate the setting.
Not that anyone on the development team needs more to do.
