Is there a reason there is no surrogate script, or has one just not been built yet?

Try
NoScript Options > Advanced > Untrusted, check "Forbid META redirections inside <NOSCRIPT> elements"
?
NoScript Options > Advanced > Untrusted, check "Forbid META redirections inside <NOSCRIPT> elements"
