When will NoScript NSA get published to the Mozilla Add-ons

Yet on the desktop add-on site, older versions NSA is getting uploaded, I assume to get a signature

What's the reasoning it's being held back from the amo site for years? Perhaps the mobile add-on is "not feature complete", "needs to be rewritten", or it's a slip up but it does presently do something. Right now it probably has a couple hundred users and that's clearly because it's not in the add-ons site. Volunteers may be ready if the add-on gets some mention.
