What does this mean for my local Mercurial and Git repositories?

It likely doesn't mean much for you. Generating a PDF collision is not the same challenge as generating a collision in Git commits, and anyway, you said these are local repositories.

Going forward, though, I wouldn't be surprised if Git moves toward stronger hashes.
