NoScript doesn't seem to stop javascript locally

Broswer: Firefox 74
Noscript version: 11.0.15
OS: Windows 10

This just started to happen to me after I updated to Firefox 74.

How to reproduce:

1. Create an HTML-file locally with following code: https://www.w3schools.com/jquery/tryit. ... uery_click

2. Open the file from your hard drive.

3. Allow file:// to run javascript but forbid ajax.googleapis.com from running any.

NoScript doesn't seem to stop javascript from running from ajax.googleapis.com even when it's not allowed to run. It seem to work when I open the file using localhost or any other means.

This is a Firefox regression (it doesn't happen on Chrome, and it affects all the content blocking extensions, e.g. uBlock which is unable to intercept the googleapis.com request).
Filing a bug report in the Mozilla bug tracker...

Fixed in Firefox 76? I can't reproduce this in Firefox 76.
