NoScript shows that nothing is blocked (1), but in reality it blocks clicking on the download arrow (2).

If NoScript is disabled, a user can click on the download arrow.

Look at the configuration of your Trusted preset (NoScript Options > General > Trusted), do you have anything unchecked?

My theory: you clicked the checkbox before allowing scripts. Just click it again, and the download button will be enabled (even though now it is unchecked and stating you do not accept the license terms).
