11.0rc1 Options page becomes BLANK if you have a long list of Per-site Permissions

NoScript 11.0rc1
Waterfox 68.0a2 or Firefox Developer Edition 68.0b14

Partial steps to reproduce:

1) NoScript Options > Per-site Permissions, scroll to bottom

2) Reload page with browser reload button

3) Click in the "Search or add a web site" text box, as though you're about to type in a new site

I say "partial steps to reproduce" because I can't reproduce this with a completely clean profile. But it does occur if I export my NoScript settings (NoScript Options > Export) and import into the clean profile, and in this case the problem occurs before I get to step 3.

NoScript Options displays normally again if I either:
1) Scroll the NoScript Options a little, *or*
2) clicking but not activating the Reload button (i.e. mousedown on Reload button, drag off it, mouse up - so that the page doesn't actually reload)

I suspect this is not really specific to my NoScript settings, more that I have a long list of Per-site Permissions: 124 Trusted entries + 244 Untrusted entries + 3 Custom entries.
