Do not refresh page if state pass from `Temp. Trusted` to `Trusted`

I find really annoying that if I change the state of a site from `Temp. Trusted` to `Trusted`, the page is refreshed anyway.

Probably, for consistency, the refresh should be disabled also in the inverse case, even if it's a more rare case.
