First Load of Allowed Page is Blocked

Install 10.1.9.3
Open https://www.youtube.com/

Icon shows blocked
Youtube does not load properly, JavaScript is "blocked" (at least the page displays as if it is)

Refresh the page
Icon shows youtube.com is Allowed

Page displays as expected

Open https://www.yahoo.com/

Same situation.
Yahoo does not load properly - scripts are blocked at this point (at least everything points to that conclusion).

Reload the page & everything is fine.

If it is not a timing issue, which I'm kind of thinking it is not, then maybe "Private Data" is playing into this; history, cookies, cache... (it sort of looks like it is) ?

Persists in 10.1.9.4rc1.
