Allow Global then Revoke does not Revoke Permissions.

It should not.
I take it that previously Globally Allowed permissions are not actually being revoked?

That's probably not the actual case, but something is certainly going on.

Same behavior in 10.1.9rc1.

I'll also note that any expected site needed to make the page "video" work, like .cloudfront.net does not show up in Per Site Permissions, but at the times that the video plays (that is those times when it should not, like after Revoking Globally), then that seems to indicate that .cloudfront.net must be still be allowed (though does not display in Per Site Permissions)?

Not seeing this. Disabling and enabling restrictions will make the video play and stop as expected. Also do not need cloudfront.net for anything.
