Steps to find:
- Open TOR or FireFox ESR
- Download NoScript 5.1.8.6
- Click the menu button in the right corner
- Select customize
- You will see the button/shortcut for temporary allowing a page
- Drag where you wish for it to be

By "latest version" he probably means ESR60 and Tor 8. And, as we know, WebExtensions allow just one button.
