Implement option "Allow permanent menu item"

Hello,
I want to have the same option as one in noscript v5 - "Allow permanent menu item" (or 'Permanent "Allow" commands in private windows') in options.
Absence of such option in v10 decrease security significantly because some site could be enabled by mistake.
To be clear - most of the time I need only 2 options - "Default" and "Temporary".
Options "Trusted", "Untructed", "Custom" should be hidden completely.
