Oh, so I'm going to assume this will only occur on a restartless install.
IOW, you have to actually restart your browser before it begins working correctly.
Restarting, & now permission refresh looks to be working (in the very limited testing I've done).
Although I had to restart my browser...
(SeaMonkey 2.49.1, btw.)

Re: 5.1.8.4rc1: Is not refreshing on permission change
I'm using Waterfox 56.0.3, and I do not see that problem in a clean profile. I would be surprised if my issue is related to an issue in SeaMonkey 2.49.1.therube wrote:Although I had to restart my browser...
To be clear, a normal restart set things right for you, correct? Normal restart didn't cut it for me. Only after using -purgecaches does it set straight again.
*Always* check the changelogs BEFORE updating that important software!

Yes.a normal restart set things right for you, correct?
That was more to point out that there was another instance where a browser restart was require (plus more, in your case), where you would not necessarily expect to have to do that (these being restartless & all that ). [I guess, saying, what good is restartless if you in fact need to restart in order to get something working properly.]Although I had to restart my browser...
