cannot block the below script

cannot block this script http://203.94.227.141
it shows up in the mark as untrusted list , but, thats it.
nothing else.
despite clicking multiple times it just sits there and does nothing.
This script is injected by the ISP of India MTNL.
The code of this script is likely of of israeli origin (supplied by someone in israel) .
I do not need to tell you the rest of it or how much it sucks to have the gov. allow this nonsense.
