Confirmed.
Though if you allow file://, it works (& then if you forbid file:// it continues to work, until browser restart).

noscript-2.6.6.1rc2.xpi works as expected.
Actually, you don't even need to allow file://, all you need to do is to reload the page to get it working. In any case, it shouldn't be.
