If you have your setting to automatically reload affected pages, then when you globally allow, all tabs are reloaded per that setting. If you don't want to happen, then you need to uncheck that, go to NoScript Options|General tab|uncheck the automatically reload

nagan, it looks from the error image you posted that you are trying to load a jar file which is Java and that also has a very heavy resource toll and starts up pretty slow as well.
