I think you misunderstood. The clock, and the lock are both toggles. They turn things on or off, and their appearance changes in respect to that change. This whole argument to me is like claiming light switches are too complicated, why not have an ON button and an OFF button next to each other. Yes...

He is referring to the context menu when you rightclick in page in NS 5.x A lot of people never used the NS button at the top at all. Some only used the status bar icon in the bottom. I almost exclusively used the right-click drop-down menu to change settings on NoScript, but that seems to be gone in the current version.
