The drop down ONLY sees recaptcha.net and google.com offering to forbid or temp allow. There is under Untrusted(1) an entry for informaction.com but it does not effect outcomes. Aha! Got it. I reproduced your situation by removing informaction.com from the whitelist and temp-allowing recaptcha.net ...

It doesn't happen for me. In NoScript Options > Embeddings, do you have checked to Forbid Flash and to Forbid <audio> / <video>?
If not, that is how it happens.

+ Suggestion of blacklist mode as a viable alternative to disablement or uninstall which retains protections unrelated to script blocking I think it should be clearer that if one chooses to use "blacklist" that they what is happening is that NoScript is being set to Allow Scripts Globally...

With SwissBIT's suggestion having two Mods in support, I'll ask Giorgio to consider this.
