Yes. I saved the HTML code as it is without changing anything, created (and started) a new profile and installed the current dev version NoScript (11.0.39rc5). When I opened the file per drag and drop I got the reload loops immediately.

I did. Firefox 79 (Windows 10) with the latest dev version of NoScript. I could reproduce the problem with everything set to defaults.

The three dots in front of a domain (untrusted or HTTP) are backed by a cyan background that is ugly and hurts the eyes. This cyan box has been there since version 11.0.35rc2 (Firefox 79): https://we.tl/t-gorZrVxEBy I don't think that box is there on purpose.

According to my understanding, the DNT feature of NoScript Classic simply did what the setting of Firefox does today and therefore there is no need to implement it in NoScript.
