Yes, I've noticed this too. (And probably mentioned somewhere in here?)the NoScript toggle stays ON for an unusually long time (multiple seconds) until it finally switches to the OFF position

So just what lead you to this "fix"?
(With a brief look, it kind of appears that those type of settings might be used to thwart "fingerprinting", & so I'd think are more apt to be set by a user using Tor, which you are using.)
