davon, sounds to me like you need to learn how to use NoScript. Your complain sounds exactly as the ones that come from people who get frustrated when they cant learn NoScript in one week. You need to put the time. It takes time to learn NoScript. FWIW, my personal experience is totally the opposite...

tomvdp, NoScript 5 saved data in prefs but I dont know if getting an old copy and placing it in the profile of Firefox 58 will get your old settings back. I still think your best option is to do a System restore if you have a point that is recent. Or, you can always start from scratch.

Changing the lock to green is not accepted because the connection is http, The red color of toyotanation in the NoScript menu tells you also that if you trust the domain, it ll have to be red lock.

Another thing that I find not working properly with version 10.1.6.3rc4 is that you cant change settings in the presets. In none of the presets via NoScript Options. I tested and find the problem (as the reloading issue) started in version 10.1.6.3rc4.
