I figured it out. My only guess was that the tor version (arm) I downloaded wasn't for my phone. I got it from the guardian repo. I went to tor's website and got the aarch64 version and now the settings don't look weird and NS is blocking JS.

I have the latest install of Tor but when I added the extension it was not blocking JS. I also have these oddly worded headings when I go to settings: _MSG_OptionsLong_ and _MSG_Import_ Is it also normal for NS not to appear in the list of add ons in the mobile Tor browser?
