Thank you very much for digging up that link and revealing the native JS blocking that FireFox already has for PDFs. Now I feel comfortable again opening up PDF files in FireFox.

Yes it's safe. If you set that pref to false, NoScript won't be able to allow the scripts you want. Thank you for the confirmation. Good question. I've wondered similarly. But, I usually don't mind just doing a Temp-Trust selection for Cloudflare, then cruising that 1 website that needs it, then removing the Temp-Trust when I'm done. Sort of a simpeton's workaround I s'pose.
