The second one is correct. The script that redirects when no scripting is enabled is in the most of pages on the domain, not just the number pages such as shown in the example, also other language mirrors are located on the top right location of the pages.

This still happens in AMO version 10.1.8.4, the latest update from AMO didn't solve the thing. Still redirecting to wrong page when scripting on the site is turned off and meta redirect in noscript element has an url with quotes before and after it like posted above :\

When opening NoScript menu by clicking on icon, a glitchy animation is shown (with icons changing, etc.), like in a gif below. Otherwise noscript is working fine.

10.1.5.5 domain information dialog doesn't open any page
Updated to latest NoScript, tried to check if new feature clicking on domain works. It only opens a dialog, clicking ok opens nothing. The recorded video with addon debugging console posted below.

Noscript settings are usually saved in storage-sync.sqlite , you can edit it with any sqlite editor. It might not be safe to delete this file if any other addon uses this file along with noscript, since after deleting it, the settings of other addons that are stored in this file might be lost. Just updated NoScript to 10.1.5.3 on one of my test profiles. When I visit affected site with multiple XSS of same kind, adding exception to first one doesn't stop the other one's triggering XSS popup that repeats even after closing tab or exiting the browser. So far as I know, easiest way to reset NoScript configuration is deleting storage-sync.sqlite from your profile folder as long as firefox isn't running.
