I tried disabling extensions leaving NoScript enabled, deleting and resetting NoScript and importing my whitelist, and I created a new profile where I only installed NoScript and imported my whitelist and the same behavior is still present. I went to a new site that I didn't have in my whitelist, added it, then closed and reopened Firefox but looks like it is still blocking sites I have formerly whitelisted.

I was using NoScript with Firefox and my power went out briefly. When I opened up Firefox again, every whitelist I ever made is gone as though I just installed it fresh again. I checked the prefs.js file and I see all the whitelisted sites still there, I can also see all of them in the whitelist tab...
