It appears that the functionality of the NoScript Options -> Advanced -> Trusted -> Checkbox for 'Allow Local Links' is inverted. Selection the checkbox to ON does not in fact perform that. The checkbox must be selected to OFF to allow the listed functionality. This is likely the result of a fat fin...
